Evaluation of the 2014-2018 ESF support to employment and labour mobility, social inclusion and education and training

This staff working document (SWD) presents results of the evaluation of the European Social Fund (ESF) support to policies in the areas of employment and labour mobility, social inclusion, and education and training. The conclusions of the evaluation are relevant for the implementation of the final stages of the 2014-2020 ESF investments and the preparation of the 2021-2027 programming period of European Social Fund Plus (ESF+) by providing lessons, notably as regards cost-effectiveness,
outreach and target groups most in need. The evaluation can support the negotiation of the ESF+ programmes and the design of operations by the Member States in the respective areas. It highlights the ESF’s significant positive social and economic impacts.
